Meet Scott Birrell
Prior to joining The Travelers Companies, LLP, in 2006, Scott specialized in the litigation, trial, and appeal of insurance-related cases, personal injury matters, commercial disputes, probate, and family matters. He has tried over thirty cases to verdict.
During the time when he was in active practice, Scott acted on behalf of the Connecticut Judicial Branch as a court-appointed mediator, factfinder, and trial referee for the Connecticut Superior Courts in Hartford, Litchfield, New Britain, and Waterbury court houses, overseeing the resolution of multiple personal injury matters, contract claims, and sundry other disputes.
From 2006 through 2023, Scott was an executive in the insurance industry, with a specialty in reinsurance disputes and organizational management. During his tenure as Vice President and Associate General Counsel for Travelers, Scott ran the company’s Reinsurance Legal Group and Assumed Reinsurance Claims Organization.
In his former capacity, he had responsibility for all reinsurance-related legal issues, domestic and international, for Travelers and its affiliates, with a focus on the management of ceded and assumed reinsurance disputes, arbitration, and litigation in state and federal court.
In 2017, he received the Chairman’s Award for his work in the legal space.
In the latter capacity, Scott led the Travelers Assumed Reinsurance Claims Department, overseeing a staff of 30 claim professionals who were charged with the run-off of the company’s contractual obligations derived from various legacy entities, with a focus on fair and prompt claim handling and acceleration of the book to closure through commutation and utilization of mechanisms such as Loss Portfolio Transfer, Part VII Transfer in the United Kingdom, Insurance Business Transfers, and Company Division.
Scott is a former member of the Board of Directors for the Children's Law Center and the AIDA Reinsurance and Insurance Arbitration Society, ARIAS•U.S. (ARIAS). ARIAS is a nonprofit corporation dedicated to improving the insurance and reinsurance arbitration process for the international and domestic markets through the training, education, and certification of arbitrators specializing in the arbitration of insurance and reinsurance disputes. He was Chairman of the ARIAS Board during his second term and remains active in the organization.
Scott is certified as an arbitrator by both ARIAS and AIRROC (the Association of Insurance & Reinsurance Run-Off Companies).
Scott is a past member of the adjunct faculty department at the University of Connecticut School of Law, where he taught classes in reinsurance and insolvency to graduate law students seeking advanced legal degrees.
